Montreal, December 7, 2007 – The Conference of Rectors and Principals of Quebec Universities (CREPUQ) cautiously welcomes the government’s decision to withdraw the governance framework proposed in Bill 32. Had this plan been adopted as it was, the Bill would have greatly undermined Quebec universities’ ability to act.
Similarly, CREPUQ hopes that the government will not subject the universities to the provisions of Bill 44 which would have similar effects on the management flexibility and independence that the universities need to remain competitive.
The Quebec universities are willing to report on and be held accountable for their administration. However, the university heads continue to consider the legislative measures inappropriate as they would not have any beneficial impact on the universities and would reduce their ability to act.
“CREPUQ shares the government’s objectives on responsible management of public funds and unreservedly supports the principles of sound governance, transparency and accountability. In the spirit of cooperation, CREPUQ offers to help develop a framework policy as long as the options envisaged for maintaining rigorous management of infrastructure projects respect the universities’ responsibility for governance and preserve the management flexibility and independence that Quebec universities need to be successful”, declared CREPUQ President Heather Munroe-Blum, Principal and Vice-Chancellor of McGill University.
