Montreal, December 17, 2012 – Quebec university rectors and principals have once again expressed their grave concern over the impact of $124.3 million in budget cuts announced by the government for the fiscal year ending April 30, 2013.
The cutbacks, which were not announced to the universities until December 4, 2012, create an environment of financial instability and will inevitably affect the universities’ ability to fulfil their mission with regard to education, research and creation, and community services. It is technically impossible for Quebec’s universities to make such sizable cuts during the current fiscal year, given that only four months remain.
At the same time, the rectors and principals point out that, on December 13, 2012, the Minister of Higher Education, Research, Science and Technology, announced that “overall, the financial framework for the 2013-2014 budget provides for a total envelope of $1.7 billion to be reinvested in higher education from 2012-2013 to 2018-2019.” This announcement is being received guardedly, particularly considering that the amounts indicated by the Minister take into account neither the $124.3 million in cutbacks being imposed for the current year, nor those anticipated for 2013-2014. If university funding cuts were to be implemented on a recurring basis, this would considerably reduce the commitment stated by the Minister.
CREPUQ includes all 19 Quebec universities. The organization acts as their voice in relations with government and milieus concerned with university education and research. It also fosters coordination and collaboration between universities, is a research centre for university administrations, acts as a centre for coordination and joint service delivery, and is a resource centre and think tank for its members.
