Montreal, September 15, 2009 – As part of the general consultation on Bill-44, the Conference of Rectors and Principals of Quebec Universities (CREPUQ) has shared its perspectives on formally incorporating applied research into the missions of the colleges with the Commission de l’éducation. Bill-44 would amend the Loi sur les collèges d’enseignement général et professionnel to recognize applied research as part of their mission.

The universities support calling on increased participation of colleges in research, which would in effect recognize that the colleges are already engaged in quality research that contributes to the body of research through their technology transfer centres.

Scientific and technology research are clearly strong drivers of economic and social development. The Quebec universities believe that any and all research talent should be mobilized to contribute to Quebec research and that public funding must be made available so that all individuals and institutions that are qualified can do their part.

However, the universities also note the necessity that public funding be based on a competitive system of merit and excellence, and on the universally acknowledged principle of peer evaluation. By making excellence the goal of research in all sectors, whether it be subsidized research or contract research, Quebec has much to gain from its specialized research resources.

The universities question the intention of Bill-44 to limit recognition to applied research by the colleges. They believe this restriction will result in excluding the full spectrum of college research in the social sciences, the arts and philosophy where the colleges can also certainly make significant contribution.

CREPUG includes all 18 Quebec universities. The organization acts as their voice in relations with government and sectors related to higher education. It also fosters coordination and collaboration between universities, is a research centre for university administrations, acts as a centre for coordination and joint service delivery, and is a resource centre and think tank for its members.
